President's Program

On July 2, 1993, President Clinton announced a major new program to speed the economic recovery of communities near closing military bases.

The goals of this initiative are to provide for rapid redevelopment and creation of new jobs.

There are 5 parts to his community revitalization program:

  1. Jobs-centered property disposal that puts local economic redevelopment first.
  2. Fast-track environmental cleanup that also protects human health and the environment.
  3. Appointment of BRAC Cleanup Team transition coordinators at major bases slated for closure.
  4. Easy access to transition and redevelopment help for workers and communities.
  5. Larger economic development planning grants to base closure communities.

At JPG, the Army is fully committed to the President's Five Point Plan. Throughout the closure process, the Army has taken an active role in informing and providing the local community with assistance in every possible way.
