Studies of
potential environmental contamination at JPG began in 1989 under the
Installation Restoration Program (IRP), a Department of Defense (DoD) program
for the environmental investigation and cleanup of military installations.
Under the IRP, the effects of closure, relocation, and further reuse of JPG
were evaluated in a 1995 Environmental Impact Statement. This study, which
involved and informed the community through a public hearing process, did not
identify significant obstacles to base closure.
Investigations are ongoing to determine the nature and extent of contamination
within the Cantonment Area of the facility. The remedial
investigation (RI) was completed in September 2002 and the feasibility
study (FS) in August 2003. The Proposed Plan and Record of Decision were finalized in 2004.
Remedial actions were completed in early 2005.
Remedies have been identified, assessed, and selected for all known
contamination within the Cantonment Area. The feasibility study
report identified these cleanup options. If, at any time during the
investigation process, an area is determined to be an immediate risk to human
health or the environment, prompt measures will be taken to address the
situation.
These and other environmental cleanup studies are being conducted in accordance with the U.S. Army, U.S. Environmental Protection Agency (Region V), and Indiana Department of Environmental Management requirements.
